FICON configuration not saved after reboot

Here is a strange one. I have FICON setup between MDS1 and MDS3. Everything is set as needed for FICON and working. I save the config, reboot MDS3, and the FICON configuration is gone! I re-paste the config and everything is fine, save, reboot and it vanishes again! This is on 3.3(5) and I have been able to replicate this. I opened a TAC case since this is very strange and possibly a bug. My FICON config is as follows:

Obviously VSAN’s 600 and 601 are also setup as in-order-delivery, static domain ID’s, default permit zone, fabric binding, etc. As I said, FICON comes up fine once I cut and paste. I have some theories I will be testing to narrow down what causes this situation, and I will update this post with my findings and any bugID’s that get assigned.
